Colin Miller

As Reward Manager at Kent County Council, Colin has been responsible for the delivery of the authority’s comprehensive and challenging Reward Strategy. This includes harmonisation of pay structures, the delivery of Single Status to one of the largest local authorities in the country, ensuring fair and transparent job grading and introducing targeted approaches to recognise and reward personal delivery. This also includes developing a highly competitive range of employee focused benefits and policies. Colin understands that Reward can address some of the key challenges HR faces with recruitment, retention and talent management particularly given the ever demanding employee.

Colin started his career in the pharmaceutical industry at Pfizer spending 5 years within research before moving into HR in 1995. Responsibilities included competitive market analysis, managing the pay processes for the Operation Divisions and lead UK business partner for the implementation of a global HR IT system. He is currently a committee member of the CIPD Reward Forum.

Jan Parkingson

Following the successful completion of her MBA in 1990, Jan moved into the NHS to work on the organisational development issues arising from the 1989 reform agenda.

She joined Gateshead Council in 1996 as Deputy Director and in 1997 became Strategic Director of HR.

She took up post as Managing Director of Local Government Employers in June 2006.

She is a non-executive board member of Three Rivers Housing Association and also a visiting fellow at the business school of the University of Northumbria. Her particular strengths are in the areas of organisational/management development and culture change.

Lucille Thirlby

Senior National Officer for the UNISON Local Government Service Group.

Lucille joined Nalgo (now UNISON) in 1992 as a branch development worker. In 1997 she became a regional organiser in the Greater London region. In 2004 she became Regional Head of Local Government and later that year moved to her current role in the Local Government Service Group

She is assistant TU side secretary for the National Joint Council for Local Government Services. Over the last 2 years has been the project manager of UNISON’s LGPS campaign.

Before working for UNISON, Lucille worked in housing management both for a housing association and a local authority.

Lucille has a strong commitment to equalities and following that ethos has worked to deliver change to people’s experiences in the workplace. She was one of the founders and is chairperson of a voluntary organisation, Polari, which is a strategic campaigning organisation for older LGBT people.

Outside work Lucille is a competitive swimmer, enjoys film, music and meeting up with her mates!

Jim Savege

Jim Savege is the Deputy Corporate Director (Human Resources) for Staffordshire County Council. He is responsible for the operational delivery of a full HR service that includes an HR Shared Service operation, and is accountable for developing and enabling the Council's People Strategy, and for all workforce, OD, and change management elements of the Authorities’ programme of modernisation and reform. Jim is also the PPMA national lead on pay and reward, and has been particularly active regionally and nationally on single status. Prior to Staffordshire Jim worked across a range of sectors including defence, oil and telecomms on OD, change and people management strategies.

Louise Harrington

Currently Assistant Director HR at Hertfordshire County Council Louise has worked in local government for twenty years. This followed a short stint at British Telecom and Royal Mail during the mid 1980s.

During 14 years at Cambridgeshire County Council, Louise worked in Social Services and Education departments and the corporate centre in a range of operational, consultancy and policy roles. Key achievements included leading Single Status Negotiations, major HR system implementations, the transfer of 5,000 employees to a new unitary Council during local government reorganisation, and the best value review and subsequent transformation of the HR service.

Appointed as Head of HR at Cambridge City Council in 2003, Louise concentrated on top team and organisational development. She also introduced new pay arrangements and completed difficult negotiations for a Single Status Agreement before moving to Hertfordshire in 2006. Louise believes she may be unique in negotiating Single Status Agreements in two authorities!

At Hertfordshire County Council, which employees 30,000 employees across a diverse range of services, Louise co-manages a newly transformed HR service of 160 people. Having successfully won many public and private sector awards the Hertfordshire HR service works to ensure that people (and good people management) are at the centre of the council’s business, i.e. ‘Delivering better services to the people of Hertfordshire’.

Louise is a regular contributor at national conferences and is part of the national PPMA (Public Sector People Manager’s Association) working group for pay and workforce issues.
